Owing to the latest situation of COVID-19 in Hong Kong and the Government's latest decision to continue the regulations and restrictions on catering premises and group gatherings, the Committee has made a difficult decision to cancel the 2019/2020 Annual Dinner, originally scheduled for 17 June 2020. We would appreciate your kind understanding and patience on the several rounds of deferment of the Annual Dinner.  

 

In parallel, we are pleased to inform you that the 2020/2021 Annual Dinner will be held on 17 September 2020 and we look forward to having your continual supports to our Division.

Programme Highlight

The Government released the “Smart City Blueprint for Hong Kong” in December 2017, with the vision to “embrace innovation and technology (“I&T”) to build a world-famed smart Hong Kong characterised by a strong economy and high quality of living”. The Blueprint lists out six major areas, namely “Smart Mobility”, “Smart Living”, “Smart Environment”, “Smart People”, “Smart Government” and “Smart Economy”, with a view to developing Hong Kong into a smart city by leveraging I&T.

 

In addition, the Sustainable Lantau Blueprint promulgated by the Government in June 2017 aims to develop Lantau into a smart and low-carbon community.

 

Introduction of a number of smart and green elements, including the construction of a comprehensive cycle track network, Sustainable Urban Drainage System (SUDS), eco-shorelines, District Cooling System (DCS), e-vehicle charging facilities, smart lampposts and Water Intelligent Networks (WIN) etc. was proposed in the Tung Chung New Town Extension (TCNTE) project. 

 

This technical seminar will present the highlights of these proposals which aim at developing the TCNTE area into a smart, green and low-carbon community, and creating a more liveable environment for the public in support of the three areas under the “Smart City Blueprint for Hong Kong”, namely “Smart Mobility”, “Smart Environment” and “Smart Living”.

Introduction: The outbreak of coronavirus (COVID-19) has hit the economies of Hong Kong and worldwide severely including the engineering and construction industry. Despite the recent improving statistics on the infection, the construction market has yet to be recovered and thousands of engineer’s livelihoods are being affected. In this forum, Ir Dr the Hon Lo Wai Kwok, Legislative Council of the Hong Kong Special Administrative Region, representing the Engineering Functional Constituency, will update us on:

  • the impact of COVID-19 on the engineering and construction industry
  • the status of the public funding approval on infrastructure projects
  • Government supports to the industry

Programme Highlights: Apart from the informative session, a forum session will be held to welcome participants to share their thoughts and views on the above and invite suggestions to improve the situation.

Speaker: Ir Dr the Hon Lo Wai Kwok was President of the Hong Kong Institution of Engineers in 2007/08. WK is currently Member of the Legislative Council of the Hong Kong Special Administrative Region, representing the Engineering Functional Constituency. He is Chairman of the Public Works Subcommittee. He also serves as Chairman of the Business and Professionals Alliance for Hong Kong, Honorary Chairman of the Hong Kong Quality Assurance Agency, member of the Housing Authority, the Hospital Authority, the West Kowloon Cultural District Authority and the Airport Authority, and Past President of the Hong Kong Professionals and Senior Executives Association, etc. He had served in the past as member of the Town Planning Board, Council for Sustainable Development, Advisory Council on the Environment and the Hong Kong Council for Testing and Certification. He was Sha Tin District Councilor for many years. His expertise and areas of service cover infrastructure, town planning, environment, housing, technology, industry, education and community service, etc.

NOTICE IS HEREBY GIVEN that the 41st Annual General Meeting of the Civil Division will be held on Tuesday, 21 April 2020 at 6:00pm at Chan Yat Mei Sophie Room, the HKIE Headquarters, 9/F Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong, for the following purposes:

 

  1. To receive and confirm the Minutes of the 40th AGM.
  2. To receive and adopt the Annual Report of the Division for Session 2019/2020.
  3. To receive and adopt the Financial Statement of the Division for Session 2019/2020.
  4. To elect the Chairman and Ordinary Members of the Division Committee for Session 2020/2021.
  5. To elect the Council Member (Division) for Sessions 2020/2021 and 2021/2022.
  6.  

In case of adjournment of the AGM, members of the Division shall check on the Institution’s website at http://www.hkie.org.hk and the Division’s website at http://www.hkie-cv.org/ of the revised venue, time and date for the adjourned AGM.

 

Due to the COVID-19 pandemic, we have to closely monitor the number of attendees of the AGM in order to implement adequate social distancing measures. Division Chairman

The outgoing Division Committee has decided to nominate Ir Paul CHAN Chi Fai for election as the Chairman for Session 2020/2021.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Members – under Clause 7.2(c) of the Division Rules

The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members, and six Ordinary Members in the Committee shall retire by end of the Session, namely Ir Paul CHAN Chi Fai, Ir Johnson LEE Kwun Chung, Ir Peter WONG Cheuk Fai, Ir Prof Onyx WAI Wing Hong, Mr Samson PUNG Chun Lok and Ir TAM Ka Yan.

 

Following the retirement of the above Ordinary Members, there are six vacancies for the Ordinary Members.

 

The Division Committee has decided to nominate the following six candidates for election as the Ordinary Members for a three-year term: Ir Peter WONG Cheuk Fai, Ir Gloria TANG Yuk Yee, Ir Felix FONG Wai Pan, Ir Lesly LEUNG Po Po, Ir Alan YAN Wai Ming and Ir Vincent TAM Wing Yeung.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Members – under Clause 7.2(d) of the Division Rules (i.e. Ordinary Members of the Committee who are 35 years of age or below)

Miss WANG Shanshan shall retire by end of the Session. There are three vacancies for the Ordinary Members. The Division Committee has decided to nominate the following three candidates for the Ordinary Members for a three-year term: Ir Zoe LI Shuk Yee, Mr Samson PUNG Chun Nok and Ir TAM Ka Yan.

Postponement of Technical Visit to 1st MiC Pilot Project Site - Construction of Disciplined Services Quarters for the Fire Services Department at Pak Shing Kok (Contract No. SSE502)

Owing to the outbreak of the Novel Coronavirus mainly in Mainland China and its nearby cities, it is with regret that Technical Visit to 1st MiC Pilot Project Site - Construction of Disciplined Services Quarters for the Fire Services Department at Pak Shing Kok (Contract No. SSE502) on 29 February 2020 is postponed.  The tentative date of the Visit will be rearranged to April or May 2020, subject to the development of the virus in Hong Kong. We will contact the participants and provide update on our website when the new schedule is confirmed.
