Programme Highlight

The HKIE Civil Division and Geotechnical Division are co-organising a delegation to visit  Shanghai between 14 and 18 June 2023.  The visit aims at enriching Hong Kong engineers’ knowledge on smart city planning, such as transportation infrastructure management and municipal services, as well as digital technologies adopted for Tunnel Boring Machine (TBM) and tunnelling projects.  The delegation will visit a range of smart facilities and leading university to embrace the latest technologies and concepts for creating a livable, sustainable and digital city livelihood.  Participants will be enlightened on insights and initiatives to design and construct smart infrastructures and building developments.  Sharing some similarities with Hong Kong in this context, Shanghai’s experiences are highly relevant and applicable to us.

Fee

HK$4,900 per person including airfare (economy class), hotel accommodation (twin room(1) – shared with one other participant), transport(2) and meals (breakfasts only(3)) during the visit.

(2)  Self-arranged trip before/during/after the visit is not covered.

(3)  All lunch and dinner during the visit are self-financed by participants

深圳寶安國際機場位於深圳市西南部寶安區,珠江口東岸,地理座標為東經113°49'北緯22°38'。 規劃的深圳機場三跑道位於深圳機場二跑道以西,沿江高速以東,福永河以南。 擬建場地與珠江治導線最小距離約116m,距沿江高速最小距離72.5m。

 

專案所在地現狀為海域,主要建設內容包括外海堤、跑道區、滑行道區、穿越道及繞行滑行道區、土面區、水面區、場內圍堰等7個功能區域的陸域形成及軟基處理工程,同時新增燈光帶、防吹坪、建築區及其他二次地基處理等七個功能區以外的專案。 其中新建第三跑道長3600米、寬45米,外海堤按一級堤防,200年一遇防洪標準設計,設計使用年限100年,總長7437.7米。

 

水工結構主要用推填或拋石擠淤斜坡堤、開挖換填塊石後拋石斜坡堤、開挖換填中粗砂後拋石斜坡堤、水泥攪拌樁加固後拋石斜坡堤、水泥攪拌樁加固處理後“斜撐鋼管樁+板樁牆”結構直立堤。

Technical Site Visit to Central Kowloon Route – Kai Tak East (KTE), Hong Kong

Programme Highlights

Central Kowloon Route (CKR) is a 4.7 km long dual 3-lane trunk road in Central Kowloon linking Yau Ma Tei Interchange in West Kowloon with the road network on Kai Tak Development Area and Kowloon Bay in East Kowloon. CKR, together with Trunk Road T2 and Tseung Kwan O to Lam Tin Tunnel will form Route 6 alignment in the strategic road network. It is anticipated that CKR will relieve traffic congestion in the road network in Central Kowloon.
 
Kai Tak East (KTE) is one of the eight CKR construction stages. The KTE project is positioned strategically as the exit of CKR in Kowloon East to connect Kowloon Bay, Kwun Tong and Kai Tak Development Area together and link with the future Trunk Road T2 and the Tseung Kwan O - Lam Tin Tunnel to form Route 6.
 
As part of the eight main Contracts of CKR, Kai Tak East (Contract No. HY/2018/02), which is the first NEC contract in the CKR Project, mainly comprises the construction of an approximately 700-metre long CKR main road in Kai Tak, the construction of the Kai Tak Interchange, including bridges, underpasses and associated at-grade slip roads, connecting the CKR with the existing road network and other associated works.
 
This technical visit will begin with an introduction of the project highlights, bridge construction and application of safety innovation at CKR-KTE Site Office. Through the site visit, participants will be able to enter the KTE bridge deck to oversee construction of bridges, underpass and ventilation adit. A Q&A session will be held after the visit.

Division Chairman

The outgoing Division Committee has decided to nominate Ir Simon NG Pak Hung for election as the Chairman for Session 2023/2024.

 

Ordinary Members - under Clause 7.2(c) of the Division Rules

The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members, and six Ordinary Members in the Committee shall retire by end of the Session, namely Ir Simon NG Pak Hung, Ir Peter WONG Cheuk Fai, Ir Gloria TANG Yuk Yee, Ir Felix FONG Wai Pan, Ir Alan YAN Wai Ming and Ir Vincent TAM Wing Yeung.

 

Following the retirement of the above Ordinary Members, there are six vacancies for the Ordinary Members.

 

The Division Committee has decided to nominate the following six candidates for election as the Ordinary Members for a three-year term: Ir Gloria TANG Yuk Yee, Ir Felix FONG Wai Pan, Ir Alan YAN Wai Ming, Ir Vincent TAM Wing Yeung, Ir Ricky WONG Chi Pan and Ir Zoe LI Shuk Yee.

Programme Highlights

 

Environmental Friendly Technology in Breaking Hard Rock

 

Hard rock excavation is most often achieved either using heavy duty rock breaking equipment or by adopting drill and blast methods using commercial explosives. But both methods are considered not environmental friendly in which the first method creates continuous noises and dust causing nuisance to public; and the second method may have social and environmental concerns on possible fly rocks, high vibration, high air over pressure and air pollution. 

 

Plasma Rock Fragmentation Technology is commonly used in overseas rock breaking projects such as South Korea and getting to be noticed and applied in Hong Kong in recent years.

 

It is important to understand how it works and how it can be used to minimise the adverse environmental impacts associated with conventional methods of rock breakage, by reducing the dust, vibration and noise. More importantly, it can be demonstrated to be a safe and reliable rock breaking solution for hard rock excavation operations in urban area.

 

We are excited about the prospects for the use of this technology where ever-tightening controls on noises, vibration, environment, storage and transportation regulations are making conventional blasting methods more difficult to adopt.

 

This talk will present satisfactory and controllable rock breaking monitoring data at different sites in Hong Kong. Plasma Rock Fragmentation Technology is a great tool to help the construction industry to improve their productivity with pro-environment, safety and workability effect.

As a frontline quality control team leader over the past 40 years, he played a pivotal supervisory role in ensuring our major civil engineering projects are all up to standard. Mr. Chan was elected as Associate Member of the HKIE in 1986 and earned The HKIE Present’s Award 2014. Mr. Chan is currently serving as Vice Chairman (External) of The Institution of Clerks of Works & Construction Inspectorate (Hong Kong).

On behalf of the organizing committee, we would like to appeal to you to participate and/or nominate your colleagues to enroll in the conference. Details of the conference are as follows:

13th -14th May 2021 (Thursday – Friday)

Time:

9:00am – 6:00pm (Hong Kong Time, GMT +8)

Venue:

The conference will be conducted in Mixed Mode that combines physical event for local participants and live streaming for mainland / overseas participants.

 

For local participant:

Citigroup Lecture Theatre (LTA), HKUST

 

The number of seating capacity of the premises is depending on the university and government regulations to fight COVID-19

 

If the number of enrolment exceeds the allowed seating capacity, the late-register participants will be arranged to online mode (Live Streaming Webinar).

 

For overseas / mainland participants:

Fee:

HKD 500 (2-day pass) / HKD 350 (1-day pass)

 

Standard: HKD 600 (2-day pass) / HKD 450 (1-day pass)

CPD hours:

15 CPD hours for 2 days / 7.5 CPD hours for 1 day conference are recommended*

With the theme of “Smart Infrastructure”, the conference enables participants to review the utilization of cutting-edge smart applications in the GBA and aims to provide all participants with opportunities to discover and learn about the latest “smart” applications, technologies and strategies that are already in place to help cities become more connected and more sustainable. Speakers with diverse backgrounds from across the Greater Bay Area will share insight on comparing the progress of different sectors as a logical first step in driving inspirational thinking and establishing future cooperation.

NOTICE OF THE 42ND ANNUAL GENERAL MEETING (AGM)

 

NOTICE IS HEREBY GIVEN that the 42nd Annual General Meeting of the Civil Division will be held on Tuesday, 20 April 2021 at 6:30pm at the HKIE Headquarters, 9/F Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong, for the following purposes:

 

  1. To receive and confirm the Minutes of the 41st AGM.
  2. To receive and adopt the Annual Report of the Division for Session 2020/2021.
  3. To receive and adopt the Financial Statement of the Division for Session 2020/2021.
  4. To elect the Chairman and Ordinary Members of the Division Committee for Session 2021/2022.

In case of adjournment of the AGM, members of the Division shall check on the Institution’s website at http://www.hkie.org.hk and the Division’s website at http://www.hkie-cv.org/ of the revised venue, time and date for the adjourned AGM.

 

Due to the COVID-19 pandemic, we have to closely monitor the number of attendees of the AGM in order to implement adequate social distancing measures. If you prepare to attend the AGM, please register online at http://www.hkie-cv.org/p/event/688 on or before 19 April 2021. Members attending the AGM are required to register in advance.

Nominations for Division Chairman and Ordinary Members

 

Division Chairman

The outgoing Division Committee has decided to nominate Ir Michael FONG Hok Shing for election as the Chairman for Session 2021/2022.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Members – under Clause 7.2(c) of the Division Rules

The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members, and five Ordinary Members in the Committee shall retire by end of the Session, namely Ir Michael FONG Hok Shing, Ir William LUK Wai Lam, Ir Simon NG Pak Hung, Ir Iman LAI Wai Man and Ir Connie CHAN Ho Yee.

 

Following the retirement of the above Ordinary Members, there are five vacancies for the Ordinary Members.

 

The Division Committee has decided to nominate the following five candidates for election as the Ordinary Members for a three-year term: Ir William LUK Wai Lam, Ir Simon NG Pak Hung, Ir Connie CHAN Ho Yee, Ir Prof POON Chi Sun and Ir Johnson LEE Kwun Chung.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Member – under Clause 7.2(d) of the Division Rules (i.e. Ordinary Member of the Committee who is of 35 years of age or below)

Due to the voluntary retirement of Ir TAM Ka Yan, there is one vacancy for the Ordinary Member. The Division Committee has decided to nominate the following candidate for the Ordinary Member for a three-year term: Ir Yuki LEUNG Ka Yi.

Cancellation of HKIE Civil Division Annual Dinner 2020/2021

Owing to the latest situation of COVID-19 in Hong Kong and the Government's latest decision to continue the regulations and restrictions on catering premises and group gatherings, the Committee has made a difficult decision to cancel the 2020/2021 Annual Dinner, originally scheduled for 17 September 2020.
