Programme Highlights

To ease pressure on developed areas and to meet the demand for land arising from population growth, the development of Kwu Tung North (KTN) / Fanling North New Development Areas (NDAs) was listed as one of the major infrastructure projects. Capitalising on its strategic location in proximity to the railway link, highways and the existing Boundary Control Points, and respecting the rich natural and ecological resources within the area, the KTN NDA is proposed to be developed as a ‘Mixed Development Node’ with a mix of residential, commercial, research and development, and agricultural uses as well as retail and services, community and government facilities and land for natural and ecological conservation. The NDAs will develop in two phases: the first phase and the remaining phase. The first phase of the project has commenced in early December 2019.

 

Being the largest contiguous freshwater wetland in Hong Kong, Long Valley is widely recognised for its high ecological value and environmental significance. As part and parcel of the NDA project, it will develop some 37 hectares of land at the core area of Long Valley into a nature park for conserving and enhancing the ecologically important environment. Besides maintaining the existing ecological value of Long Valley, the purposes of carrying out enhancement works of Long Valley are to provide tailor-made habitats for different living creatures and even for critically endangered species, through restoring the abandoned farmlands and creating more varieties of habitat, for example paddy fields and water flea ponds which are rare in Hong Kong nowadays. In concert with the needs of irrigating for agricultural uses in the future, the enchantment works also include construction of new irrigation channel. Through the visit, the participants can understand the engineering and environmental excellence of Hong Kong construction professions.

 

The soil in the KTN NDA contain naturally presented arsenic. Though the risks of those soil are low, the construction teams would follow strictly the recommendations and approval conditions in the Environmental Impact Assessment Report of the "North East New Territories New Development Areas Study", using cement stabilisation / solidification for treatment of high arsenic-containing soil. The participants will gain better understanding of the environmental mitigation process through visiting the arsenic treatment plant at Kwu Tung. Furthermore, the participants will visit the construction of service reservoirs which is one of the key infrastructure elements of KTN NDA.
