NOTICE IS HEREBY GIVEN that the 47th Annual General Meeting of the Civil Division will be held on Tuesday, 28 April 2026 at 6:00pm at Chan Yat Mei Sophie Room, the HKIE Headquarters, 9/F Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong, for the following purposes:

 

1. To receive and confirm the Minutes of the 46th AGM.

 

2. To receive and adopt the Annual Report of the Division for Session 2025/2026.

 

3. To receive and adopt the Financial Statement of the Division for Session 2025/2026.

 

4. To elect the Chairman and Ordinary Members of the Division Committee for Session 2026/2027.

Division Chairman

The outgoing Division Committee has decided to nominate Ir Connie CHAN Ho Yee for election as the Chairman for Session 2026/2027.

 

Ordinary Members - under Clause 7.2(c) of the Division Rules

The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members, and six Ordinary Members in the Committee shall retire by end of the Session, namely Ir Connie CHAN Ho Yee, Ir Felix FONG Wai Pan, Ir Zoe LI Shuk Yee, Ir Vincent TAM Wing Yeung, Ir Gloria TANG Yuk Yee and Ir Ricky WONG Chi Pan.

 

Following the retirement of the above Ordinary Members, there are six vacancies for the Ordinary Members.

 

The Division Committee has decided to nominate the following six candidates for election as the Ordinary Members for a three-year term: Ir Felix FONG Wai Pan, Ir Zoe LI Shuk Yee, Ir Vincent TAM Wing Yeung, Ir Gloria TANG Yuk Yee, Ir Ricky WONG Chi Pan and Ir LAM Yik Chong.

 

Ordinary Members - under Clause 7.2(d) of the Division Rules (i.e. Ordinary Members of the Committee who are of 40 years of age or below)

Miss Sarita CHAN Sai Tung and Ir Samson PUNG Chun Nok shall retire by the end of the Session.  There are two vacancies for the Ordinary Members.  The Division Committee has decided to nominate Miss Sarita CHAN Sai Tung and Ir Henry LAM Kwun Wang for the Ordinary Members for a three-year term.

 

Council Member (Division)

The outgoing Division Committee has decided to nominate Ir Alex LI Chun Fai for election as Council Member (Division) for Sessions 2026/2027 and 2027/2028.

The HKIE Civil Division is now inviting submissions for the 21th Tien-yow Jeme Civil Engineering Prize, organized by the China Civil Engineering Society.

The HKIE Civil Division will coordinate local nominations and support the submission process. Members are encouraged to nominate representative projects in Hong Kong. About the Prize

The Tien-yow Jeme Civil Engineering Prize is a national evaluation and commendation activity established with the approval of the central government and the State Council, covering the fields of civil engineering such as construction, transportation, water conservancy, petroleum, chemical engineering, electric power, and energy. It closely aligns with the country’s major strategic needs, adheres to a technology innovation-driven approach, focuses on green, low-carbon, intelligent construction, and sustainable development. This Prize represents the highest scientific and technological innovation award in China’s civil engineering sector and is known as the “Oscar” of the civil engineering field. Since its establishment in 1999, the Tien-yow Jeme Prize has continuously organized 20 award cycles, with 655 outstanding representative projects recognized to date.

1st Civil Engineering Excellence Award

 

Extended Nomination deadline: 5:00 pm (Hong Kong Time), 22 September 2025

 

The Civil Division is organising the 1st Civil Engineering Excellence Award to celebrate and recognize outstanding achievements in civil engineering projects completed in Hong Kong.  All applications must reach the Award Secretariat by email to hkiecvdaward@gmail.com no later than 5:00 pm (Hong Kong Time), 22 September 2025.  Late submissions will not be considered.

 

Eligibility

1. The entry should be a completed civil engineering project in Hong Kong, focusing on at least one of the following aspects:
   • Transport
   • Water
   • Urban Planning and Provision of Land
2. The Project should be certified as substantially completed in 2023, 2024 and January to August 2025 (i.e. from 1 January 2023 to 31 August 2025). For avoidance of doubt, a project certified as completed on or before 31 December 2022 is not eligible to enter into the award.
3. Joint submissions from owners/clients/project proponents, consultants, and contractors are required.

Judging Criteria
Eligible entries will be judged on the basis of engineering excellence, sustainability, impact, quality & safety and innovation.

Programme Highlight

HKIE Civil Division has joined with Hong Kong Institution of Highways and Transportation (HKIHT) to organize a Technical Site Visit to the Central Kowloon Route – Yau Ma Tei East project.

Contract No. HY/2014/08, titled “Central Kowloon Route – Yau Ma Tei East”, mainly comprise the construction of an approximately 390 metres long tunnel between Yau Cheung Road and Shanghai Street. To facilitate the construction works, the project involves demolition of existing buildings such as the iconic Yau Ma Tei Multi-storey Carpark Building. The scope also include works like design and construction of noise barriers and noise enclosures, re-provisioning of buildings and the Gascoigne Road Flyover.

This site visit will begin with a brief introduction to the project, the current progress and the challenges the project team faces. Then it is followed by a visit to a few site locations.

Programme Highlights:

Reference is made with the adoption of the high strength steel being widely used in the construction industry, in particular for major infrastructure projects such as Cross Bay Link bridge (S690) and footbridge construction at Fanling North New Development Area (S960). Peak Kong Special Steel Technology (Guangdong) Co. Ltd. has been specialising in processing the high strength steels since its establishment. This visit will aim to showcase the latest innovations in laser-welded high-strength S690/S960 structural sections. Attendees will gain insight into the material properties of high strength steels especially S690/S960 and its application in infrastructure projects as well as the automatic laser welding.

CEDD 20A Celebratory Event - HKIE CVD – CEDD Joint Conference 2024

As an exciting kickoff to the 20th Anniversary Celebration of CEDD in 2024, the joint conference with the Hong Kong Institute of Engineers Civil Division (HKIE CVD) was held on 24^th January, 2024 at the Cordis Hotel, Hong Kong, and was a resounding success.

 

Under the theme "Innovation and Technology: Building a Smart and Livable City," the conference gathered over 400 attendees from diverse sectors, including engineering, architecture, manufacturing, technology, developers, academia, professional bodies and many more. The event provided a platform for these participants to exchange insights and experiences on the latest innovative technologies and their potential to contribute to the development of a smarter city.

 

One of the main highlights of the conference was a series of enlightening keynote speeches delivered by our esteemed Guests of Honor. Mr. Paul CHAN Mo-po, Financial Secretary of the HKSAR, shared valuable insights on how sustainable finance can empower our city's future. Ms. Bernadette LINN, Secretary for Development of the HKSAR, discussed upcoming infrastructural projects and the innovative approaches taken to foster a more sustainable outcome. Mr. Bernard Charnwut CHAN, Board Vice Chairman of the West Kowloon Cultural District Authority, also delivered an empowering speech emphasising the importance of cultural integration in urban development. We were also honored to have Mr. Ricky LAU Chun-kit, Permanent Secretary for Development (Works) and Ir Dr Barry LEE, President of the Hong Kong Institution of Engineers to join officiating the opening of the conference.

 

The conference continued with three engaging themed sessions, speakers delved into their areas of expertise and shared valuable insights on making Hong Kong a smarter and more livable city. These sessions concluded with impactful panel discussions, expertly moderated to foster a meaningful exchange of ideas between the audience and the esteemed speakers.

 

The first session, titled "Smart and Livable City Infrastructure: Planning, Design, and Operations," featured how meticulous planning integrates climate change considerations and innovative solutions to harmonize economic interests with sustainable practices as well as effective and innovative waste management for a cleaner and greener city.

 

The second session, titled "Sustainable Development of a Livable Smart City," focused on how technology can contribute to a more sustainable urban environment. Environmentally friendly technologies for reclamation and innovative movable-type printing technology were introduced and discussed. In addition, ways to support the sustainable development of a smart city through the integration of digital and power electronics technology were explored in developing green power and achieving carbon neutrality.

 

The final session, titled "Innovation and Technology for Smart City Development," focused on the benefits of artificial intelligence (AI) in urban environments. Case studies on transforming the Hong Kong University of Science and Technology (HKUST) into a sustainable smart campus using AI and big data and the application of data-driven decision-making technology in building an Airport City were discussed.  Findings on how AI will revolutionize the concept of smart cities, leading us into an even more intelligent future were also shared

 

In addition to the informative sessions, the conference featured exhibitions where attendees could exchange ideas and explore innovative solutions. The event fostered meaningful discussions and networking opportunities, contributing to the collective efforts toward building a smarter and more livable city.

 

The conference was sponsored by around 40 companies and supported by over 20 organisations. Thanks to the dedicated efforts of the Organising Committee co-chaired by Ir Tim LEUNG, Committee Member of HKIE CVD and Ir Ricky C P WONG, Head of Civil Engineering Office of CEDD, the “Innovation and Technology: Building a Smart & Livable City” Conference was a resounding success, showcasing the potential of innovation and technology in shaping a brighter future for Hong Kong.

Location Highlight

The Po Shan Drainage Tunnel consists of a pair of drainage tunnels with 3.5m diameter and a total length of 500m. In 1972, a catastrophic landslide happened in Po Shan hillside due to high groundwater levels. The disaster shattered numerous homes and took away 67 lives. To prevent similar cases from happening, the Geotechnical Engineering Office (GEO) of the Civil Engineering and Development Department (CEDD) decided to lower the groundwater table by installing horizontal drains, in hope to improve the stability of the hillside against large-scale slope failure. However, in early 2000s, monitoring data shows that some horizontal drains have a decreasing trend of water outflow. Therefore, the GEO has designed the Po Shan Drainage, an innovative and sustainable groundwater regulation system with an automatic real-time groundwater monitoring system. The system allows GEO to control the groundwater levels, reducing the risk to public safety.

廣州南沙民心港人子弟學校是由梁振英先生牽頭成立的內地首所非營利港人子弟學校，秉承香港教育理念，為港人子女及其他非內地籍子女提供優質教育。 校名取義民心相通，推動香港融入國家發展大局，鼓勵香港同胞用好國家發展大機遇，增強香港與內地人民的人文交流和民心相通，培養香港青少年的愛國，愛港精神，培育“香港根，中國心，世界觀”。 該校成為《南沙方案》出臺後首個落成的重大專案之一，也是粵港澳全面合作示範區重大工程和標誌性專案。 學校位於粵港深度合作園廣州南沙慶盛起步區港式國際社區內，鄰近慶盛高鐵站，總投資約7.6億元，佔地面積約93畝，總建築面積7.6萬平方米。 結合地形方位，通過「建構次級地面」的縱向布局實施施工方案，於標高6米的架空平臺之上，將重數百噸的空中連廊銜接，四周佈置建築單體，向心圍合共同構成一個教學綜合體。

 

中鐵九局佛山混凝土管片預製廠位於廣東省佛山市南海區獅山鎮，佔地面積100畝; 主要經營生產城市軌道交通混凝土管片，通過RFID技術、二維碼、視頻監控和自主設計數據採集處理系統等手段完成生產裝備及生產資源靜態資訊及動態資訊的自動獲取和感知，集成各生產管理要素各時期狀態資訊，實現管片製造全生命週期的可視化管理。

 

是次參觀參加者可以了解南沙民心港人子弟學校的施工技術及混凝土管片預製廠的作業模式及智能化管理生產及品質控制。

PCK (珠江鋼管集團-廣東省番禺珠江鋼管[珠海]有限公司) (http://www.pck.com.cn) is a large manufacturer and exporter of longitudinal welded steel pipes in China. Since founded in 1993, PCK operates several pipe mills, namely JCOE, COE, SAWH, 3-roll bending and CRA with total annual capacity of 1.80 million tons. Its coating plants are capable of producing single/double layer fusion-bond epoxy, two/three layers of polyethylene/polypropylene, polyurethane, concrete weight coating, bitumen and cement internal coating, etc. These products are widely adopted by petroleum, petrochemical, water utilities industries for use in water, oil, gas and steel structures. During the visit, the manufacturer will present the quality standard, manufacturing process, testing and assurance system to the participants. The guided plant tour will include the show room, production lines for different products, testing laboratory as well as the pier facilities.

The San Shek Wan Sewage Treatment Works (SSWSTW) project involves constructing a secondary sewage treatment works (STW) at San Shek Wan in South Lantau Island, a sewage pumping station (SPS) at Pui O, 1.4km-long twin submarine outfalls with an outer diameter of 350mm for disposal of treated effluent from the SSWSTW and building about 5.3 km of village sewerage system and ancillary works along South Lantau Road, Chi Ma Wan Road and at Pui O Lo Uk.

 

The outfall is constructed using the horizontal directional drilling (HDD) method to minimize dredging and other construction activities in water.  It is located at approximate 60m below the seabed and constructed by 2-way forward drilling operations at both land and sea sides.

 

During the technical visit, an introduction will be given on the project background, the construction method of HDD, the superstructure of SPS, and innovation items adopted on site. Then it will be followed by a site walk to San Shek Wan project.

The HKIE Civil Division and Geotechnical Division are co-organising a delegation to visit  Shanghai between 14 and 18 June 2023.  The visit aims at enriching Hong Kong engineers’ knowledge on smart city planning, such as transportation infrastructure management and municipal services, as well as digital technologies adopted for Tunnel Boring Machine (TBM) and tunnelling projects.  The delegation will visit a range of smart facilities and leading university to embrace the latest technologies and concepts for creating a livable, sustainable and digital city livelihood.  Participants will be enlightened on insights and initiatives to design and construct smart infrastructures and building developments.  Sharing some similarities with Hong Kong in this context, Shanghai’s experiences are highly relevant and applicable to us.

Land is the essential building block for the challenges faced by Hong Kong. In the spatial context of Hong Kong, Lantau commands an un-paralleled strategic location with a comprehensive air, road and rail transport network connected externally to other cities in the Greater Bay Area and the World as well as internally to the well-established core business area at Central. Creation of land for meeting housing and economic needs in this area would also allow a more balanced spatial distribution of population and jobs. The strategic transport facilities in support of the Lantau development could also help relieve the existing transport capacity constraint in Northwest New Territories as well as enhancing connections between urban areas and the New Territories. During the visit, we are going to visit the Inno Centre for the construction projects to learn how smart site systems enhance the quality and safety of the projects and the CLC to know more about the development projects and conservation works/initiatives of SLO as well as the nature, culture and history in Lantau, through various interactive exhibits and models and exchange the vision and knowledge with engineers from the mainland.

深圳寶安國際機場位於深圳市西南部寶安區，珠江口東岸，地理座標為東經113°49'北緯22°38'。 規劃的深圳機場三跑道位於深圳機場二跑道以西，沿江高速以東，福永河以南。 擬建場地與珠江治導線最小距離約116m，距沿江高速最小距離72.5m。

 

專案所在地現狀為海域，主要建設內容包括外海堤、跑道區、滑行道區、穿越道及繞行滑行道區、土面區、水面區、場內圍堰等7個功能區域的陸域形成及軟基處理工程，同時新增燈光帶、防吹坪、建築區及其他二次地基處理等七個功能區以外的專案。 其中新建第三跑道長3600米、寬45米，外海堤按一級堤防，200年一遇防洪標準設計，設計使用年限100年，總長7437.7米。

 

水工結構主要用推填或拋石擠淤斜坡堤、開挖換填塊石後拋石斜坡堤、開挖換填中粗砂後拋石斜坡堤、水泥攪拌樁加固後拋石斜坡堤、水泥攪拌樁加固處理後“斜撐鋼管樁+板樁牆”結構直立堤。

Environmental Friendly Technology in Breaking Hard Rock

 

Hard rock excavation is most often achieved either using heavy duty rock breaking equipment or by adopting drill and blast methods using commercial explosives. But both methods are considered not environmental friendly in which the first method creates continuous noises and dust causing nuisance to public; and the second method may have social and environmental concerns on possible fly rocks, high vibration, high air over pressure and air pollution. 

 

Plasma Rock Fragmentation Technology is commonly used in overseas rock breaking projects such as South Korea and getting to be noticed and applied in Hong Kong in recent years.

 

It is important to understand how it works and how it can be used to minimise the adverse environmental impacts associated with conventional methods of rock breakage, by reducing the dust, vibration and noise. More importantly, it can be demonstrated to be a safe and reliable rock breaking solution for hard rock excavation operations in urban area.

 

We are excited about the prospects for the use of this technology where ever-tightening controls on noises, vibration, environment, storage and transportation regulations are making conventional blasting methods more difficult to adopt.

 

This talk will present satisfactory and controllable rock breaking monitoring data at different sites in Hong Kong. Plasma Rock Fragmentation Technology is a great tool to help the construction industry to improve their productivity with pro-environment, safety and workability effect.

NOTICE IS HEREBY GIVEN that the 42nd Annual General Meeting of the Civil Division will be held on Tuesday, 20 April 2021 at 6:30pm at the HKIE Headquarters, 9/F Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong, for the following purposes:

 

1. To receive and confirm the Minutes of the 41st AGM.
2. To receive and adopt the Annual Report of the Division for Session 2020/2021.
3. To receive and adopt the Financial Statement of the Division for Session 2020/2021.
4. To elect the Chairman and Ordinary Members of the Division Committee for Session 2021/2022.

In case of adjournment of the AGM, members of the Division shall check on the Institution’s website at http://www.hkie.org.hk and the Division’s website at http://www.hkie-cv.org/ of the revised venue, time and date for the adjourned AGM.

 

Due to the COVID-19 pandemic, we have to closely monitor the number of attendees of the AGM in order to implement adequate social distancing measures. Division Chairman

The outgoing Division Committee has decided to nominate Ir Michael FONG Hok Shing for election as the Chairman for Session 2021/2022.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Members – under Clause 7.2(c) of the Division Rules

The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members, and five Ordinary Members in the Committee shall retire by end of the Session, namely Ir Michael FONG Hok Shing, Ir William LUK Wai Lam, Ir Simon NG Pak Hung, Ir Iman LAI Wai Man and Ir Connie CHAN Ho Yee.

 

Following the retirement of the above Ordinary Members, there are five vacancies for the Ordinary Members.

 

The Division Committee has decided to nominate the following five candidates for election as the Ordinary Members for a three-year term: Ir William LUK Wai Lam, Ir Simon NG Pak Hung, Ir Connie CHAN Ho Yee, Ir Prof POON Chi Sun and Ir Johnson LEE Kwun Chung.

 

No other nomination has been received from members by the nomination deadline.

 

Ordinary Member – under Clause 7.2(d) of the Division Rules (i.e. Ordinary Member of the Committee who is of 35 years of age or below)

Owing to the latest situation of COVID-19 in Hong Kong and the Government's latest decision to continue the regulations and restrictions on catering premises and group gatherings, the Committee has made a difficult decision to cancel the 2020/2021 Annual Dinner, originally scheduled for 17 September 2020. We would appreciate your kind understanding and look forward to having your continual supports to our Division.

A overseas delegation to Sri Lanka was held in 2018.
