[FULL] Technical Seminar on "DSD's First DBO Project -- Pillar Point STW"

Programme Highlight

 

The Pillar Point Sewage Treatment Works (PPSTW) serves the Tuen Mun area.  The original preliminary treatment plant was built in 1980s for providing fine screening and aerated grit removal to sewage before discharge into the Urmston Road tidal stream.  In order to cope with the projected increase in sewage flow arising from population growth and developments in Tuen Mun, and to reduce pollution loads to the north-western waters, expansion and upgrading works for the PPSTW commenced in July 2010 and was commissioned in May 2014.  Following commissioning, PPSTW’s treatment capacity has been uplifted from 215,000m3/day to 241,000 m3/day.  The treatment level has also been upgraded to chemically enhanced primary treatment with ultraviolet disinfection. 

 

There are two “First” in implementing the project.  It is the first Design-Build-Operate (DBO) contract procured by the Drainage Services Department (DSD).  Other than designing and constructing the Works, the DBO contractor is also required to operate the upgraded PPSTW for a maximum of 15 years.  It is also the first DSD’s contract requiring the contractor to operate the former PPSTW prior to full commissioning of the upgraded PPSTW.  Distinct challenges were encountered by the project team.  In this session, the speakers will share their experience gained in the delivery of the PPSTW DBO contract throughout the design, construction and operation phases.

Ir Carol Ho, Senior Engineer – Harbour Area Treatment Scheme Division, Drainage Services Department

 

Carol is a civil engineer and has nearly 20 years’ experience in planning and design of multi-disciplinary infrastructure projects such as the Hong Kong-Zhuhai-Macao Bridge, HK Boundary Crossing Facilities Project and the Anderson Road Quarry Development Project.  She is currently responsible for the PPSTW and San Wai STW Phase 1 projects.   

 

Ir Tim Lee is, Technical Director – AECOM Asia Co. Ltd

 

Tim is the Project Manager overseeing the Project from its Design to Operation Stages.  Tim is a civil engineer with a wealth of project management experience for many infrastructure projects such as “Tai Hang Tung Storage Scheme” and “Lai Chi Kok Transfer Scheme”.

 

Ir. CY Hung, Chief Resident Engineer – AECOM Asia Co. Ltd

 

Ir Hung is a civil engineer with ample experience in site management of multi-disciplinary infrastructure projects including “Wan Chai East and North Point Sewerage Project” and “Upgrading of San Wai Sewage Treatment Works”.
