Programme Highlight

HY/2013/19 is the first contract in Highways Department to adopt NEC3 Engineering and Construction Contract (NEC), Option A. It comprises the retrofitting of around 800 metres long noise barriers and enclosures on the existing Tuen Mun Road (Town Centre Section). The three-year contract has commenced on 28 December 2015.

The technical seminar will cover the following topics:

• Reasons for adopting Option A of NEC

• Contract administration (delegation of powers, period for reply, programme, quotation, etc.)

• Risk allocation/reduction (early warning, risk register, project manager’s instruction, compensation event (CE), notification of CE, etc.)

• Interim payment arrangement  (activity schedule and payment schedule)

Speakers

Ir Stephen Ko Chi-wai, Senior Engineer – Highways Department, HKSAR Government

Ir Ko has over 20 years of experience in managing civil engineering works. He is currently working in the Major Works Project Management Office, Highways Department and is looking after several noise mitigation projects at the planning, design and construction stages. 

Ir Ng Hau-hung, Senior Resident Engineer – Mannings (Asia) Consultants Limited

Ir Ng has about 20 years of experience in managing civil engineering works. He has been involved in various projects such as the Penny’s Bay Reclamation Stages 1 and 2, Sewage Treatment Works in Lamma, Tai O Riverwall and Kai Tak River (upstream section).
