[FULL] Technical Seminar - Statutory Duties, Authorities and Responsibilities of an Engineer in Construction Projects

Synopsis :

 

In this talk, KK and Joseph will discuss the various statutory duties of an Engineer, his duties and authority in administering construction projects and potential liabilities.  KK and Joseph will also discuss the Engineer’s role as a certifier.

 

Profile of Speakers :

Mr KK Cheung, Partner, Construction & Arbitration Department, Deacons

KK is a fellow member of the Hong Kong Institute of Surveyors and Royal Institution of Surveyors.  He is also the Honourary Legal Adviser of the Hong Kong Institute of Surveyors. He acts for developers, contractors and sub-contractors in major construction dispute resolution.  KK also has wide experiences in handling cross-border disputes, particularly those between Hong Kong and Mainland China.  He acts for both local and overseas clients in arbitrations and litigation in Hong Kong and various parts of Mainland China.  He is a member of the panels of arbitrators in the Hong Kong Institute of Surveyors, Hong Kong International Arbitration Centre and China International Economic and Trade Commission.  He has been appointed as arbitrator and mediator in resolving construction and commercial disputes from time to time.  He is acknowledged as a leading individual in the area of construction in both Asia Pacific Legal 500 (2012 - 2017 editions) and Chambers Asia Pacific (2014 - 2017 editions).  He was awarded a Client Choice award for excellence in Hong Kong Construction (2017).  He has also been recognized as In-house Community Commended External Counsel of the Year (2016-2017).  KK is a co-author of the Hong Kong version of the leading UK construction text “Emden’s Construction Law in Hong Kong”.

 

Mr Joseph Chung, Partner, Construction & Arbitration Department, Deacons

 

Joseph had practised as a barrister for many years before he became a solicitor in 2001. Over the years in his practice as a lawyer, he has been involved in many high profile construction projects, including the Hong Kong airport core project and the Express Rail Link.  He was involved in the Commission of Inquiry into Excess Lead found in Drinking Water in 2015/2016.  Joseph also sits as an arbitrator.  He is a Fellow member of the Chartered Institution of Civil Engineering Surveyors.  He is listed on the Hong Kong International Arbitration Centre’s List of Arbitrators and is on the Panel of Arbitrators of The Kuala Lumpur Regional Centre for Arbitration.  He is recommended in the area of construction in the Asia Pacific Legal 500 (2014 - 2017 editions) and acknowledged as one of the leading lawyers in the area of construction in Chambers Asia Pacific (2014 - 2017 editions).  He has also been recognised as In-House Community Commended External Counsel of the Year (2017).  Joseph is a co-author of the Hong Kong version of the leading UK construction text “Emden’s Construction Law in Hong Kong”.
